Michelle Cusseaux, 50, was a woman from Phoenix, Arizona. Michelle had bipolar disorder and schizophrenia. Michelle called the behavioral health service Southwest Network for help on the afternoon of August 14, 2014, when a cab she had hired failed to come. Michelle’s statements were deemed hostile by a Southwest Network manager, who contacted the Phoenix Police Department (PPD).

When four PPD police arrived, Michelle refused to let them into her flat. When the cops tried to remove the security door to her flat, Michelle opened it with a hammer. Michelle was killed when a white police sergeant shot her in the chest at point-blank range. The PPD conducted an internal investigation and determined that the sergeant’s actions violated department protocol but simply demoted him to officer rank.
Michelle Cusseaux’s terrible murder has added gasoline to the fire of mental health advocates working to ensure that mental illness is not a capital offense.

Cusseaux was suffering from bipolar disorder, schizophrenia, and depression at the time of her death. Cusseaux became irritated on August 14, 2014, when a cab failed to take her to the hospital; a week earlier, she’d filed a grievance over previous transportation issues. Cusseaux called a Southwest Network medical center, and Office Manager Jamey Helms deemed her remarks intimidating. Helms contacted the police to file what is known as a mental health petition. While accepting that police encounter danger in numerous ways during their duties and that a hammer can be a devastating weapon, critics argue that the four policemen involved should have been prepared with non-lethal means of managing her.
